The rapid pace of settlement and new agricultural development in previously forested areas which has taken place during the period of the First and Second Malayan Plans has used up most of the readily available areas of state land suitable for immediate occuption is becoming increasingly difficult to acquire and the shortage of such land is now critical in respect of the FLDA planning programme.
